Does the specification sheet describe my exact system?

No. It describes platform options for its document edition. Check your installed processor, memory, chassis, controller, power supply and expansion components before selecting parts.

Precision 5820 or 7820 — which should I choose?

The deciding factor is socket count and memory layout, not clock speed. The 5820 is single-socket only: one Intel Xeon W-2000 family or Intel Core X processor, up to 18 cores, on four memory channels across 8 DIMM slots. The 7820 takes one or two Intel Xeon Scalable processors, 1st or 2nd generation, up to 28 cores each, on six memory channels across 12 DIMM slots when both sockets are populated.

That raises the ceiling rather than the speed of any individual core. Choose the 7820 when the work is parallel enough to use more cores, or when you need memory capacity or bandwidth beyond four channels and 8 slots. The documented memory limits are up to 512GB at 2666MHz (or up to 256GB at 2933MHz) with ECC RDIMM on the 5820, and up to 768GB at 2933MHz on a dual-CPU 7820. Both platforms provide two PCIe x16 Gen 3 graphics slots.
