No. It describes platform options for its document edition. Check your installed processor, memory, chassis, controller, power supply and expansion components before selecting parts.

PowerEdge T440 or T640 — which should I choose?

Both are 5U tower platforms with two processor sockets, so the choice is not about form factor or socket count. The documented difference on these pages is memory capacity: the T440 provides 16 DDR4 DIMM slots and the T640 provides 24. If the workload is memory-bound — a virtualisation host carrying many concurrent guests, or an in-memory database — those extra eight slots are the reason to move up.

The T440’s documented storage and expansion options are up to 8 × 3.5-inch or 16 × 2.5-inch SAS/SATA bays and up to five PCIe 3.0 slots, with iDRAC9 management. The T640’s drive-bay and expansion options are not listed on its page here, so check the linked T640 specification sheet rather than assuming a layout.
